Not sure if you are Premium Slam Diego Shirt serious, my understanding is that they indeed try to do that. Consciously and purposefully. The state has the "monopoly on violence", so any violence against the police or even resistance would be against the law. They are trying to make you break the law so they can "legally" use deadly force against you. This works because the trigger levels of people are different: The shoot the ones who are provoked the easiest, this discourages the ones with a somewhat higher trigger level, unless the provocation exceeds their level and so on. Then, people have families and can't afford to fight. In the end, they only have to fight and kill off relatively small groups: The more dangerous ones are already dead when the next group reacts. Also, they will answer all violence with considerably higher violence and, since the law is by default on their side, they have little inhibitions against using much violence, even lethal violence - unlike the populace, most of them still don't want to kill anybody. What I don't understand is why all the right-wing nutcases that talk about tyranny non-stop don't think this is tyranny, somehow Obama trying to give them healthcare was tyranny but Trump issuing orders from the White House to have citizens kidnapped in Portland isn't "federal overreach". The Governor and the Mayor don't want this shit happening and the "States Rights" people are all for it, all for a billionaire in the White House using secret police to kidnap citizens who he doesn't agree with. Trump supporters are the biggest threat to Democracy since Hitler and it's not even hyperbole anymore, this is just straight Fascism and Trump supporters are just straight Fascists now. Not the point. The situation can't be better. Totalitarian enforcement is essentially the same as a foreign occupation. The point of the 2A is enforcing an authoritarian regime requires boots on the ground. An armed citizenry instills fear in those boots that they may not come back. Several will be less keen on enforcing things like thought-crime if they know they have to risk their life to do so. That's why they're kidnapping people off the street rather than knocking down the doors of their homes.
