If a patient presents to the hospital with low oxygen saturation, look really sickly or ill, needs oxygen supplementation then they usually get admitted. Most commonly Covid-19 is hitting the lungs causing inflammation. However, we have cases of it hitting the heart, kidneys, etc. All of which causes its own unique presentation of the disease, admission criteria for the hospital, and its own treatment protocol.
